Wolf River - New London and Bear Creek Watershed

Details

The Wolf River - New London and Bear Creek Watershed is in west central Outagamie County and covers 145 square miles. This watershed includes 25 miles of the Mainstem Wolf River from the confluence with the Shioc River to the City of New London. The watershed ranked medium for streams and lakes, and low for groundwater under the Nonpoint Source Priority Watershed selection process. The Bear Creek subwatershed would be a good candidate for a small-scale priority watershed project.

There are four industrial point source dischargers and three municipal point source dischargers in this watershed: Village of Hortonville, Village of Shiocton, Stephensville Sanitary District No. 1, Galloway West Co. Inc., Karl H. Peters Poultry Dressing, Larsen Company (DeanFoods), and Bush Brothers Company Inc.

Ecological Landscapes for Wolf River - New London and Bear Creek Watershed

Ecological Landscapes

The Wolf River - New London and Bear Creek Watershed is located primarily within the Central Lake Michigan Coastal Ecological Landscape which stretches from southern Door County west across Green Bay to the Wolf River drainage, then southward in a narrowing strip along the Lake Michigan shore to central Milwaukee County. Owing to the influence of Lake Michigan in the eastern part of this landscape, summers there are cooler, winters warmer, and precipitation levels greater than at locations farther inland. Dolomites and shales underlie the glacial deposits that blanket virtually all of the Central Lake Michigan Coastal Ecological Landscape. The dolomite Niagara Escarpment is the major bedrock feature, running across the entire landscape from northeast to southwest. Series of dolomite cliffs provide critical habitat for rare terrestrial snails, bats, and specialized plants. The primary glacial landforms are ground moraine, outwash, and lakeplain. The topography is generally rolling where the surface is underlain by ground moraine, variable over areas of outwash, and nearly level where lacustrine deposits are present. Important soils include clays, loams, sands, and gravels. Certain landforms, such as sand spits, clay bluffs, beach and dune complexes, and ridge and swale systems, are associated only with the shorelines of Lake Michigan and Green Bay. Historically, most of this landscape was vegetated with mesic hardwood forest composed primarily of sugar maple, basswood, and beech. Hemlock and white pine were locally important, but hemlock was generally restricted to cool moist sites near Lake Michigan. Areas of poorly drained glacial lakeplain supported wet forests of tamarack, white cedar, black ash, red maple, and elm, while the Wolf and Embarrass Rivers flowed through extensive floodplain forests of silver maple, green ash, and swamp white oak. Emergent marshes and wet meadows were common in and adjacent to lower Green Bay, while Lake Michigan shoreline areas featured beaches, dunes, interdunal wetlands, marshes, and highly diverse ridge and swale vegetation. Small patches of prairie and oak savanna were present in the southwestern portion of this landscape.

Black Otter Lake P & R District: Black Otter Lake Drawdown & Clp/Ewm Control Project: The Black Otter Lake District proposes to control Curly-leaf pondweed (CLP) and Eurasian water-milfoil (EWM) through a drawdown, chemical treatment, hand removal, and preventative measures in Black Otter Lake during the period 2009 - 2011. The project elements and deliverables are specified in Black Otter Lake Districts' Aquatic Invasive Species Grant application, dated August 1, 2008. The project includes monitoring the extent and density of CLP and EWM annually through pre-treatment and post-treatment surveys of known infested areas, and monitoring other lake areas for the presence of aquatic invasive species (AIS); treating EWM infested areas with an aquatic herbicide; conducting hand-removal of CLP and EWM; water quality monitoring, and conducting volunteer activities to prevent further AIS infestations, including conducting watercraft inspections. Watercraft inspection records will be entered into the State's online Watercraft Inspection Database. Annual progress reports and a final report summarizing the five-year project will be provided to DNR.

If consultant is to provide the final report, it is recommended the Grantee provide the DNR Aquatic Invasive Species Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. Black Otter Lake P & R District: Res-Black Otter Lake Aquatic Plant Restoration Project: Black Otter Lake District proposes to conduct an aquatic plant restoration project. A total of 6,300 plants will be planted in 2 inlet areas of Black Otter Lake, totaling an area of 5.1 acres. The project goals are 1) improve water quality of Black Otter Lake by removing excess nutrients, 2) stabilize shoreline and lake bottom, 3) filter sediments, 4) provide habitat for fish and wildlife, 5) discourage the growth of algae and other undesirable plants. A follow-up plant survey will be conducted within 3 years to measure project success.

The results will be provided to the Black Otter Lake District and Department of Natural Resources, both in hard copy and electronic form.

Black Otter Lake P & R District: Black Otter Lake Comprehensive Management Plan: Black Otter Lake District proposes to conduct a study on Black Otter Lake that will lead to the development of an up-to-date comprehensive lake management plan. The study will consist of a review of past management efforts, identify and prioritize present management needs, establish definable goals, and recommend and design strategies for lake improvement. Specifically, the project will study the lake ecology, physical and chemical characteristics of the lake and tributaries, and determine watershed influences.

A final report with survey results and recommendations will be provided to the Department of Natural Resources in both a paper copy and an electronic copy. Information will be disseminated to the public via informational meetings and newsletter mailings.

Wolf River - New London and Bear Creek WatershedWatershed History Note

The area now occupied by the Village of Hortonville, in the New London and Bear Creek Watershed, was once home to the Sac, Fox and Ho-Chunk peoples. European control of the area was first documented as part of the Northwest Territory in 1789 which was succeeded by the Wisconsin Territory in 1836. The Village was founded in 1848 when Alonzo E. Horton (1813-1909) purchased land from the Governor of Wisconsin for the price of seventy cents an acre. Several crews were hired to build a dam on Black Otter Creek, dig a mill race, clear the site for a mill, and lay the foundation for the mill. This created the 75-acre Black Otter Lake. In 1873, Hortonville was serviced by its first railroad and was also the site of one of the first match light factories in the world. In 1894, Hortonville was incorporated as a village. During World War II, a German Prisoner-of-War camp was established in Hortonville along County Hwy MM on the north side of the village. In 1981, the Hortonville Community Hall, also known as the Hortonville Opera House, was added to the National Register of Historic Places.
